Check out the synopsis and trailer for the show's mid-season 2 premiere (episode 10), titled "Potential Energy, Here"
Matt Letscher's The Reverse-Flash returns to Central City in season 2, to Attack Mercury Labs In Episode 11.
Its been revealed in my previous post that Matt Letscher will reprise his role as Eobard Thawne, a.k.a. the Reverse-Flash, in an upcoming episode of "The Flash."
While circumstances of the villain's return remain unclear, especially after he was erased from existence in the show's season 1 finale, the official synopsis for episode 11 of season 2 offers a hint at the reason he returns to Central City.
According to the synopsis for the episode, aptly titled "The Reverse-Flash Returns," Cisco gets a vibe of Eobard, but Barry and the rest of #TeamFlash don't believe him. However, after an attack at Mercury Labs, the company owner Christina McGee confirms that the Reverse-Flash is indeed back.
The reason behind the attack is unknown at this point, but as fans can remember, Earth-Two Harrison Wells broke into Mercury Labs earlier this season and stole an energy-firing gun, which he ultimately used to save Barry from King Shark. Perhaps, the Reverse-Flash attacks Mercury Labs to also steal something from research firm.
"The Reverse-Flash's impossible return to Central City puts a member of the S.T.A.R. Labs team in unexpected danger, forcing Barry to make a life changing decision,"
It's unclear what that "life-changing decision" is, but a trailer for the second half of the show's sophomore run, seems to suggest that Reverse-Flash's return will force Barry to go to Earth-Two with Cisco and Earth-Two Wells.

Elsewhere in episode 11, Iris and Francine share a nice moment that brings Iris closer to her brother, Wally
